"Paper Clip" Attachments

How can I attach files using the paper clip in the Outlook toolbar and make
them appear in the message header instead of the e-mail body?

Change your message format to HTML or Plain Text.
 
What message format are you using? What version of Outlook? Where are the
attachments showing up now?
