Pairing Bluetooth devices

I think it depends on the BT stack you're using. With the MS stack, you can detect devices, be detected and exchange bytes with OBEX or RFCOMM. You can check the documentation on MSDN or check this book http://www.microsoft.com/MSPress/books/6535.as

There is a chapter on BT programming
