Paint toolbar geyed out

My text toolbar in MS Paint is greyed out and I cannot find
a way to make it available. How do I get it to be active?
I am using it under Windows XP. Thet help in paint says:

If the text toolbar is not displayed, on the View menu,
click Text Toolbar. You can drag the toolbar to any
location in the window.
The only place I can find the Text Toolbar is under the
view menu and it is greyed out and will not allow me to
select it. I use paint all the time and before switching to
XP I have never run into this before. Any suggestions
would be greatly appreciated.

Thank you

I never use MS Paint but after seeing your question I opened it up and mine
is grayed out also but if you just click on the text symbol on the left
toolbox (the A symbol) and then click anywhere on the project the Text
Toolbar under view is then available.

Select the text tool (the button with the "A" on it). Then click within the
picture to create a "floating" text box. Then click on View to activate the
Text Toolbar. If you leave Text Toolbar checked, it will appear when needed
and disappear when you switch to a different paint tool.
