Paint in Windows 2K - disable set wallpaper feature for all users

I work in a school enviroment using Windows 2K and students tend to change
the wallpaper through Paint in Start\Accessories. I want to have the set
wallpaper features gray-out (disabled) so that students would not have that
option.

You can control a lot of stuff like this via group policy - if you use
Active Directory, it's a lot easier.
