Paging/Scrolling adjustment

Lately, I have been having a problem with all of the
programs on my PC. When I use my mouse on the scroll bar
on the right of a page or browser, I only want to page
down so that I can continue reading the text. The page
now is going further down than one page and I end up
having to adjust the position with arrow keys.
Can I adjust something so that it pages only 1 page or
90% of a page at a time?

Double click the mouse icon in control panel. Click on

the Wheel tab. You can adjust the scrolling rate from
there.
