Pagefile Unrecognized On Any Drive Except C: Drive

I have a Windows 2000 Server running Exchange Server 2000. At some point in
the past, I started receiving messages that my pagefile is too small/not one
is configured when starting the server or when going to the Advanced
properties where you set the size of Virtual Memory/pagefile. This is despite
the fact that I configured a 2GB pagefile on my F: drive. I've also tried
moving it to a different drive (other than c:), and the same problem happens.
I've confirmed that the pagefile.sys is actually on the drive and that it is
not read only.

Any ideas?

Perhaps your NTFS permissions are inappropriate for the
paging file. The System account must have full access to it.

Actually the permissions on the pagefile.sys file is full control to the
Everyone group (I think that's the standard permission in Windows 2000 for
the root of every drive).

And what happens when you give "Full Control" to the System
account, e.g. by typing this from a Command Prompt:

cacls F:\ /g system:F
