pagefile stuck at 1535 Mb won't set.

I've researched this a bit and no joy. From what I've read this can be
the result of NAV running something at boot. I had NAV and when I
enabled it on boot this problem started. So far I have completely wiped
my system clean of any Symantec products and yet no matter what I do the
pagefile is set to 1535 on my C: drive. I would like to have it set at
512 and I know the precise steps for changing the pagefile, that's not
the issue. The issue is it won't stay set, the registry is correct
under HKLM/system/current control set/control/session manager/paging file.
I can set the pagefile on C: to no paging file and I can set it to
whatever I want on my D: partition and it will work and the C: pagefile
isn't recreated. That's not acceptable though, I want it at 512 on the
C: partition but XP won't let me.

NTFS, XP SP2, 1 Gb RAM, this is very frustrating. A couple times it has
set to 512 Mb but on the next reboot it's at 1535 again. I hate
outcomes with the appearance of randomness that can't be random. There
has to be something overriding my inputs.

I know you already removed NAV, but here is the procedure to disable the
Auto-Protect advanced option anyway for others (1535 is the magic #, you
might want to try re-installing NAV & performing these steps)
(Is your pagefile also being MOVED on each reboot?)

1. Start Norton AntiVirus (NAV).
2. Click on Options.
3. Double click on Auto-Protect under System.
4. Click on Advanced.
5. Under 'How to increase Windows start up protection' uncheck 'Load
Auto-Protect during system boot'.
6. Click on OK.
7. Restart the computer and check whether the issue persists.

To check whether your Norton AntiVirus is working properly, you can perform

I reinstalled NAV, unchecked the significant settings and was able to
resize my pagefile and have it stick. So I figured I could uninstall it
now. Once I uninstalled it, back to 1535.
So I checked through ZoneAlarm to see if there was a similar boot thing,
there was but disabling that didn't fix it. I've tried everything...
But there has to be a frickin' setting somewhere, computers don't work
by magic, damn it. There's something somewhere that's overriding my
user inputs.

If I move the pagefile during boot using an offline system file
defragger like PerfectDisk or PageDefrag, it will move again before
windows is loaded (I can look in perfect disk and see the whole in the
FS it made for the pagefile and instead its at the end of the drive.
I am not going to reinstall NAV, I am not going to install a piece of
symantec's shitty software again. In fact if I ever meet anyone from
symantec, I'll break their nose.

That's a new development
It looks like your best chance of setting the pagefile to the size you want
is to keep NAV, no?
I'd scan registry for 1535 (& 5FF hex)
I'd also contact Symantec support - to let them know that they have to
figure this out some more

You have 1 MB RAM?

1 Gb? Yes. I've searched the registry for 1535 (5FF yields to many to
wade through) and found nothing significant. Whatever the setting is
it's more likely to have a value of 1, than anything else, like use
windows recommended size = 1.

I'm almost interested enough to see what happens if I pull out a 512 Mb
stick. See if that drops the pagefile to 768.

windows recommended size = 1.

I'm pretty certain now that it's a combination of Windows Security
Center and perhaps any antivirus. When I disabled Zone Alarm
Anti-Virus' on-access scanning, control was restored over my pagefile.
