Page Transitions won't work

I have never had this problem before, I am attempting to
create a page transition, and it is not working for any of
my pages. I created a new page, without a theme or style
sheets and still no luck. I am using FP 2002. I have
applied this without problem in FP 98 with no problem. I
ran a "fix" in the program but that did no good. Anyone
have a suggestion?
