page size too big in other peoples computer

i went to a forum site to ask some people too take a look at a page i really
didn't like the look of and found that 5 different people said that my page
size was so big they had to scroll right. i have been reading on how to fix
this problem. by putting my pages in table form @ 100%.
i am using shared borders on the top, bottom, and left side. i am also using
the theme format.
My question is with using what i have listed above will this change the page
to what every that person has their computer on?
and with doing this will it change the size of the text as well? Frontpage
doesn't go below a font size of "8".
or do i have to take out my theme option?
