Page resizing issues

I am using FrontPage 2002 to create a website. I have used a background fill to add some color on the site. The problem is that when I resize the page (after publishing the page), the background fill does not appear the same as when it is at full page. Some of my jpg's also move around the page when resized, and I would like to know how to keep everything in place even though the page has been resized.

Have you considered putting your content (including your
background) in tables?

As to things moving around, skip the absolute postion
feature in Front Page as it works differently on differnt
browsers.
