Two possibilities: (1) you have a section break every two pages and
numbering is restarted in each section, or (2) "Different odd and even" is
checked on the Layout tab of Page Setup and someone has just typed 1 into
the Odd Page Header/Footer and 2 into the Even Page Header/Footer.
If (1) is the case, then, quite aside from figuring out why all these
section breaks are necessary, you need to use Show Next on the Header and
Footer toolbar to advance from one section to the next; in each section,
click on the Format Page Number button and choose "Continue from previous
section."
If the problem is (2), delete the text numbers and use the Insert Page
Number button on the H&F toolbar to insert a PAGE field.
