"Page not available" message on secure sites

I find it impossible to open certain windows of secure sites...for example i
click on "card servicing" on my credit card company's site and receive the
"Page not available" message. It only happends on secure sites!

I have switched off my firewall and anti-virus software but it makes no
difference. The site owners tell me that their sites are working correctly
without problems. Can anyone suggest an approach to solve this problem?
I am using Windows XP professional SP2, fully updated with Microsoft security
enhancements.

one go:

Try re-registering the .dll's:

Start>Run cmd [enter]
iexplore.exe /rereg [enter]

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:
Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK

Are you using a proxy server? (tools > Internet Options > Connections Tab >
Lan Settings)

If you are, check that the Secure port is configured to 443, or that your
Proxy supports the ports that the website is running on.

Alternatively check with your ISP as they may be running a 'Transparent
Proxy'. I found out that here in the UK, Blueyonder (by Telewest) run a
Transparent Proxy for their internet service. On the odd occasion this
internet proxy had failed and prevented internet access. The work around was
to explicitly specifiy a proxy. Again in the UK, BTInternet provide a proxy
server that can be used by non-BT Customers, this would probably very slow if
you are US-based though as your internet traffic would have to come all the
way down the pipe us, then back all the way across to the US.

REPLY: Many thanks Malke for your prompt suggestions but unfortunately
without success so far. On trying to re-register the dlls, the RUN function
says that it cannot find the file despite my using BROWSE and pointing it to
the file! i am looking at some of your suggestde sites also.

REPLY:Thanks TAURARIAN ffor your ideas. The "Enable SSL2" box was ticked and
I also ticked the "Enable SSL3" box but this simply stopped my system opening
any sites. I tried "Enable SSL3" on its own but this did the same so I
reverted to "Enabble SSL2" only, as originally set. On trying the RUN
Regsvr32 softpub.dll, it said it couldn't find the file although I used
BROWSE to point to it. I am working through the help sites suggested. Thanks
again.

Thank you Kurt for your suggestions. My LAN Settings had the proxy sever box
ticked: I unticked it and also changed the Secure port to 443, This did not
change the performance. I am in the UK and use BT dial up service. I plan to
go onto broadband and hope that things might change for the better! Thank yo
so much for spending the time to help me. I am now busy working through the
various help sites.

Have you tried getting the dialler / connection file from BT again? Some
dial-up connections require some non-standard configurations like compression
enabled or different security modes. Could it be that these are not correctly
configured?

This sounds like a strange one.

Alternatively, have you tried it connected to the internet through a LAN,
for example at your work (if it's a laptop that is), just to check whether
it's limited to dial-up connections.?
