Page Cannot Be Displayed

Whenever i enter a secured site, it immediately says "the
page cannot be displayed". i need to find a 128-bit
encryption pack that works with internet explorer 6 and
windows 98. also, does anyone know where i can download
internet explorer 5 for windows 98?
