Page cannot be displayed

I'm trying to view a secure webpage and I get "The Page
Cannot be Displayed" I emailed the admin and he said the
sites working fine and he's had people on it all day.
I've gone through the MS knowlege base, but nothing
works. Any ideas? Thanks!
