IE6 refuses to download--this page cannot be displayed.

I'm browsing just fine, but everytime I go to download any programs, I get
hit with "This Page cannot be displayed...blah, blah, blah...Cannot find
server or DNS error.
So far I've tried.
1.) Tools--> Internet Options --> Delete Files
2.) My computer-->Local disk-->Documents and Settings--> delete .Dat files
3.) Safe mode with networking--> virus and spyware scan-->clean
4.) reboot without firewall, antivirus, set internet security to low,
privacy to low, unblock pop-ups
5.) Switch to Firefox (I can't! it won't download!)

I'm running:
1) windows XP home (5.1) with SP2
2) IE 6.0.2900.xpsp_sp2_gdr_1519
3) Dell Dimension XPS 5
4) ZoneAlarm Security Suite (6.5.737.000) with up to date signatures
5) no Norton, McAfee, Windows Defender or other nonsense

at ine point, I got it to download really small truncated version which
would not unpack and said "file cprrupted", but not I'm back to "This page
cannot be displayed."
I've been through a lot of newsgroups and support sites and have yet to see
this exact issue covered.
Any ideas?

If you disable all ZA Security Suite protections, does the behavior persist?

NB: Disabling ZA Security Suite will NOT help.

The problem remains when ZA is disabled, and in fact when all privacy and
securuty functions are left wide open.

Perhaps you missed this:

Did you /ever/ have Defender installed? If it's not a ZA "protection"
issue, it might be a hijackware issue:

When all else fails, HijackThis v1.99.1
(http://aumha.org/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post

http://forums.subratam.org/index.php?showforum=7, or other appropriate
forums for expert analysis, not here.**

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.

I did everything they suggested short of downloading the tools, because I
still can't download. I guess it is the repair shop for me.

See if you can successfully download the tools, etc., after rebooting into
Safe Mode with Networking.
