Page Cannot be displayed continually pops up non-stop -no ability to access int

When I open my IE6 the page cannot be displayed page
continually pops up as the address keep changing extremely
rapidly. There is no ability to use the program. The
problem starts as soon as I open IE. What is causing this
problem?

First eliminate any scumware.
