Page Can not be displayed

Good afternoon, I have a notebook running XP Pro SP2 that can not access the
internet from any browser, IE 6,7. I can however ping web addresses by name
with no problem. If I boot in Safe mode with networking I can access
web-sites using the browser. I have tried selective startup services along
with disabling all third party software at startup. Does anyone have any
ideas what can be causing this.

1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.
For Malwares download both these software:

http://www.safer-networking.org ; for Spybot S&D

Open a run command and type in:
ipconfig /flushdns click [OK]
ipconfig /renew click [OK]

netsh winsock reset click [OK]

Reboot your computer and see if you will be able to establish connection.

In a Cmd window, enter
ipconfig /flushdns
then clear your TIF also, and re-boot.
 
Thanks for the response but I have tried all these options. I have been
reviewing thechnet all afternoon to see if I can find the solution but none
of these worked. I am running a repair option right now on the partition to
see if this will resolve the issue. Any other information is appreciated.

Tell us about the protection software you have installed and your connection
to the Internet?.
Do you get an error message with code or just the famous Page cannot be
displayed?.
Look in the Event Viewer for any error message that can shed some light on
the causer.
If you have a modem/router try to turn OFF the Router (power down for 40
secs or so) and your Computer and wait for a while then Reboot the Router
then the Computer and see if that will help solve the issue, if you have a
router try to update the firmware to the latest one from the router
manufacturer.
If it was working hen system restore till when things were working can do
the trick.

It will help you to both identify and remove any hijackware/spyware with
