Page Breaks not working!

Why can i not see or use the page break when i enter it?
When i go to menu and insert a page break it does not
appear in the sheet in any preview? but when i go back to
the menu it has changed the "insert" page break
to "remove" ????
 
Page breaks only show up in the Page Break View. From the main menu, select
View>Page Break Preview. From this view you can add, delete and move breaks
as desired.

You can see those dotted lines via:
Tools|options|View tab
check page breaks
