Page banner trouble!

I have selected the theme i want the website to have and
when i try to insert a page banner for it it becomes all
greyed out, please tell me how to select it!

I have selected the theme i want the website to have and
when i go to insert a banner for the site i go to
insert/page banner but to find it's disabled(greyed), i
hope this makes it clearer for you to answer

What version of FP?
If it's FP2003, Tools Page Options Authoring and turn on the Author Time Web Components for Navigation
