Packet addressed to itself

Event viewer on all my internal DNS severs say - The DNS server encountered a
packet addressed to itself... Should my local DNS servers also be Name
Servers defined in DNS as well as my ISP's name servers? They are listed as
Name Servers so I was wondering if that might be the problem. I have reverse
lookup defined and I can't find any other places where those DNS servers
might be sending packets to themselves.
