P2p network users

I have a small p2p network, 1 x Win98, 5 x XP Home, 4 x XP Pro. One XP Pro
machine is being used as a file server. Once 8 clients (I'm not certain it's
always 8) have connected to the file server the other users get an error
stating no more users can connect. I am aware of a theoritical maximum of 10
machines on an XP Home machine but that doesn't seem to apply here. Does
anyone have any ideas?

XP Home Edition allows a maximum of 5 other computers to connect to
its shared resources simultaneously. XP Professional allows a maximum
of 10 other computers to connect to its shared resources
simultaneously. Computers that aren't actively connected to a
computer's shared resources don't count against the limit. When a
computer disconnects from a shared resource, it no longer counts
