OWA can not search contacts subfolder

OWA on 2003 doesn't display/search contacts under a subfolder of Contacts.
It only displays contacts at the top level. Is there way to fix that or work
around instead moving all the contacts to the top level?

OWA is an Exchange application. You'll need to post there.
