overlaying live video - powerpoint

[Silvester]

Can powerpoint now support live video from a video capture card as
background and overlay text on top of that ?

If so, is there any definitive site to show how to set it up.

Sorry to say it, but in PowerPoint video always plays on top. If you need
text over the video, you will need it added to the video itself.
