overlapping font

some web screens show overlapping font areas; MS site is
illegible on second screens---gigantic font. Dell is
stumped, suggests I reinstall OS. Has anyone seen this?
 
Please ensure in Internet Explorer that under View>Text Size your font is
set to Medium. Also, under Tool>Internet Options>in the General tab click
Accessibility. Typically, all check boxes are unchecked in this window.
Finally, in the same General tab click the Fonts button. The default is
Latin based, using Times New Roman as the Web page font, and Courier New as
the Plain text font. Hope this helps.
