Outlook2003 - How do I transfer a folder of emails from another user?

I searched through the groups for this subject but didn't find exact
answers to my question. Maybe I was not searching on the right
keywords...

This question is for Outlook2003, using Exchange servers. I am taking
over a work task from a coworker. He kept all related emails in a
'Personal Archive Folder' which is stored on the network servers. He
needs to transfer all these emails (there are many sub-folders within)
to me. We tried a few ways and were unsuccessful. Unfortunately, we
could not utilize the .pst feature since it is turned off at my work.

What we've tried so far:
1. Sharing his folders with me with correct permissions will not work
since he's leaving the company. When he leaves his stuff goes away.
2. I granted him 'Publishing Editor' permission level to my mailbox; he
copied that entire folder of emails to my Inbox; I moved that entire
folder to my 'Personal Archive Folders' list.
I soon realized this doesn't work since at the individual email
level, I do not have any permission to 'read' or 'retrieve' it from the
servers. I guess because when the emails were archived, it was
'registered' under my coworker's ID. I tried to change the permission
on the folder to add me as an 'Owner', that didn't work either.

I read in someone's post saying I could create a shared folder granting
permission to the both of us, and he dumps his stuff there where I can
then copy all of that into my folders. I think this won't work either
because theoretically, this is the same as what we tried in No.2 above.

Any ideas? I truly appreciate your time and help.
