Outlook12 should show the presence info of all users in the GAL

I am using Outlook12 in a corporate environment running Exchange 2000 Server.
After upgraded to Outlook12 from Outlook 2003, I found out that Outlook12
shows only the presence information (at the From, To and CC fields) of the
contacts in my Windows Messenger, other users that are not in my contact list
are showned as "USERNAME - Not an online contact", even though he/she is an
online contact in our organization. In Outlook 2003, a person's presence
information is automatically shown (at the From, To and CC fields) if he/she
is an online contact in our organization.

This feature is very useful to our organization because we can do im-promptu
IM with the person in the From, To and CC fields even though he/she is not in
our Windows Messenger contact list, let's face it - it's quite troublesome to
add that user to our Messenger contact list, for the sake of "instant"
messaging. Thanks!
