BCC field should be visibe in the View menu

While the To and CC fields are visible, the View menu does not allow
incorporating the field.

In OL2003, there's an option for BCC on the dropdown from the Options button
(if you're using Word as your editor). Otherwise it is on the View menu of a
new mail item
