Outlook wont send receive unless restarted.

User is have issues with Outlook 2007. Emails wont send/receive until she
shuts down Outlook and restarts the program. Happens on multiple PC's on the
network.

Does Outlook exhibit the same behaviour if opened in safe mode?

Start > Run > outlook.exe /safe
