Outlook will not send email when I travel off network

When I travel I can receive email in outlook but can not send, a box pops up
and asks for a password for entire network

It's probably because the SMTP server you're trying to use isn't 'happy'
with an off-network connection. Have you checked with your ISP if there's a
way to use their server when off-network?
