Outlook will not retrieve messages from web mail, What do i do?

My configuration is correct. And outlook will send outgoing emails.
However, I receive an error message when receiving.
"Pop 3 server provides inconsistant information. The number of messages
returned by the STAT command does not match the number of items returned by
the UIDL or or LIST commands."
This is not a ISP error. I am receiving mail and can receive the TEST
messages from OUTLOOK. OUTLOOK, will not retrieve messages.

This is not a ISP error.

Yes it is. The STAT, UIDL, and LIST commands all request that your ISP's
POP server return a value. The error says that your ISP's POP server it
returning a different value for the STAT response than it is for the UIDL or
LIST responses and that's not possible without something wrong on your ISP's
POP server.

My ISP rebuilt my mail box and it seems to be working now.
