Outlook will not open

I use Office XP on Windows XP with Outlook 2002. I am getting an
error that says "Unable to start processing services. The server is
not available. Contact your administrator is condition persists."

Out will not open the "personal folders folder" or expand the folder
list.

What do I do?

Try creating a new profile. Control Panel | Mail ...

P.S. Your signature block is longer than your message. You might want to
consider trimming that down a bit. Just a suggestion.

Like the message says: "Contact your administrator", if this is an office
system and not a home system.

It is a home systems and I am the administrator. I fixed it by using
the system restore on Windows XP.
