outlook will not open

I ge an error message telling me that an error is in the pst file. Am told to
run Scanpst.exe to analize the problem. When I enter the exe commant from the
run command I don't get any help. I have tried removing and reinstalling
outlook with no change. I have not been able to find a solution on the web
site. Has anyone else had this problem????
 
Close Outlook. Search for scanpst.exe (use file/folder search) and
double-click it to run it, following the commands.
