Outlook will not close

We have a few users that close Outlook and get the message "Please
close while Outlook exits". It sits there forever and they end up
having to end task on Outlook. I know other people have had this
problem, I've seen it since Outlook 97. Is there any fix for it, or any
software that can tell me what could be causing it not to shut down
completely?

Check add ins, fax software, antivirus, and any synchronization software that
could be holding Outlook open.
