Outlook Webaccess

I set up a public folder with an attachment that we wanted our outside field
personnel to access, open the attachment, make changes to it and save it so
we can review it at head office. They can open it, make changes but not save
it. I went inot the properties of the folder and added each person as an
editor thinking that would give them permission to update the attachment and
then save it but that didn't work. I couldn't do it either and I was listed
as the owner. What are we doing wrong and how do I fix this?

OWA is part of Exchange and isn't actually Outlook related. Post in the
