Outlook wants to send, but nothing in outbox

One of my e-mail accounts cannot be used for sending when I am away
from campus, and I use it for downloading only when I am at home.
However, Outlook insists on accessing the campus e-mail server every
30sec for wanting to send something, but I do not know what it could
be. I had a previous problem with it trying to send read receipts, but
I have since set that option for "never send read receipts". There is
nothing in my outbox that can be deleted, and the 'cancel' button when
trying to to send (whatever it is) does not work.

It is very aggravating to have this "task" bouncing around in Outlook,
and not being able to do anything about it. Please advise ...

Thank you Vince ... and I recognize this as the method I used to fix
the same problem a year ago. No doubt it will fix the problem, but I
will have to install software I shouldn't need to, figure out how to
use it, and then never use it again and thereby forget what and how it
was used ... ARGH!

Why should I even have this problem in the first place? I.E., Outlook
2000 simply showed all outgoing message in the outbox (and could easily
be deleted), and I would have thought I'd avoid this problem with the
"never send receipts" option setting(???)
