Mysterious Email trying to send even though nothing in Outbox

I use OL 2003 and have an email that is automatically attempting to send
even though there is nothing in the outbox and I did not press send or
send/receive. It is failing to send because I am on the road and thus not
attached to my home isp.
Questions
What is this that is trying to send?
I suspect it is an automatic read receipt.
If so, how can I tell Outlook not to send this one?
If so, how can I turn this feature off, so that I only send a read receipt
when I tell it that it is OK?

Thanks Milly. Changing the smtp server temporarily did the trick.

The above link did work for me, but it's trialware. I had the same problem
twice, a few months apart, and the second time I couldn't use it without
paying for it. But Microsoft puts out a free utility that will get the job
done. Try:
