Outlook vs Outlook Express inside a domain

Strange problem here. We have just upgraded to Server
2003 running Exchange Server 2003. When an email is sent
with an attachment from an account inside the domain, the
Outlook Express users do not see the attachment. When an
attachment is sent from a user outside the domain, they
see attachments fine. When the user uses Outlook, all is
well in both scenarios with attachments. Am I missing a
server setting or is this an OE setting.

The settings in OE are set NOT to block the incoming
attachments.
