You don't mention what operating system or version of Outlook you are using,
but you will have to check two places to see if a sound will play.
The operating system - Go to the Sounds applet in the control panel. There
is sound event on the sounds tab called "new mail notification". Make sure
you have a sound file associated to it.
Outlook - Go to tools > options > preferences tab > email options button >
advanced email options button. The checkbox to play a sound when new mail
arrives should be checked.
