Outlook tool bar

I have arranged the toolbars on Outlook the way I like it but when I close
the program and open it again it goes back to the default arrangement. Is
there some way that I can lock the tool bar in place so that it stays the way
I like it?
 
Try a hard reset on the Toolbar first by renaming outcmd.dat to outcmd.old
(it's a hidden file so make sure hidden files are visible to you).
