Tool Bar

I have installed a card scanner which OCRs biz cards to outlook. It has
created it's own tool bar which I can right click and de-select but I would
like to know if I can have it default to off. Also, can I tell it where to
open. i.e. at the moment it creates a new tool bar ribbon (with just two
buttons) reducing space. I can drag this and drop on the other tool bar
ribbons but when I re open outlook it goes back to a new line on the far
left. Any help much appreciated.

How third-party toolbars behave is controlled by the toolbar itself. So, if
you want it to stay where you put it or change its defaults, you'll have to
ask the toolbar's vendor how to do that.
