Outlook time stamp

When sending E-Mail messages in Outlook I get a message line which says my
message was successfully sent at 3:01 PM. When I go to the sent file my
message is time stamped 3:21 and in fact that was the approximate time since
at the time I checked the sent file it was 3:22. Can I do anything to
correct this difference or is Outlook always 20 minutes late?
