Outlook Templates in Public Folder how?

I would like to have several e-mail templates listed on a public folder for
users to use.

I am having a difficult time figuring out how to do this.

I was hoping to have several listed and the user would double click on the
public folders then a Email template folder. They would then see the
templates. They could then double click on a template finish filling it out
and hit send.

Is this possible? How?

I have tried to publish forms there, but no such luck. The forms publish
but don't show up.

The solution, if you want to use a public folder as a forms library, is to publish the forms to the Organizational Forms library and then use a special Post form in the public folder to act as a form launcher. The code behind the launcher form creates a new item from the designated published form. Thus, each form will appear to the user as an item in the folder, and opening the item will launch a new instance of the desired form.
