outlook stopping screen coming to foregroud

Running outlook 2007 sp1 and XP sp3
At times, i have not found a pattern yet, outlook will not allow a screen
to open in the foreground. The screen remains in the background and its name
appears in the task bar. When this happens, it blocks (take priority) over
all screens (other outlooks actions - like tasks, contacts, etc) and blocks
other programs screen from view - word, explorer, etc. I can minimize
outlook, and then see the screen i have requested. Restarting outlook will
fix this for awhile.
This seems to have started after i installed dragon naturally speaking 10.
checked their on-line support, but no mention of this problem.
Can someone help?

And did you then uninstall that software to see if it makes a difference?

No, but have turned the DNS program off, and the problem continues, but less
frequently. Conversely, Some days, even with DNS running, there is no
problem, and i am doing the same activities.
NOTE: Today i found AALMOST the exact description of my problem on Windows
XP help-support.

When you start a program from another program, the new program window may
appear behind all other open windows. For example, when you use Microsoft
Word to open a Word attachment file in Microsoft Outlook, the new program
window may appear behind all other open windows. Additionally, the new-window
icon flashes on the taskbar. This symptom occurs on a Microsoft Windows
2000-based computer, on a Windows XP-based computer, on a Windows Server
2003-based computer, or on a Windows Vista-based computer
Windows XP and Windows Server 2003 [EXCEPT] mine does this when an email or
contact is opened in outlook, not just a program.

The solution was a change to a value in the registery for:
HKEY_CURRENT_USER\Control Panel\Desktop OR, try
Click Start, point to All Programs, point to Powertoys for Windows XP, and
then click Tweak UI.
Expand General, and then click Focus.
Click to clear the Prevent applications from stealing focus check box, and
then click OK.
I have not done this yet - do you think this will help?? I am always
cautious of these kinds of registery tweaks.

While I don't know if that registry change will help, I wouldn't be leery of
the change if done via TweakUI.
