Outlook standalone?

Downloaded, no.
Purchased, yes. Of course you lose all integration features if you don't
install the rest of Office, or if your Outlook version does not match your
Office version.

Here is my situation. I have office 2003 student (doesn't come with
Outlook)
I wanted to try Outlook 2007 because it was recommended to me.
I was told there was a free trial download I could use to see if I like it
but when I go to the Office web site there is a free trial offer but it's
for the whole office suite. I only want to try Outlook and then if I like
it I may purchase the whole thing but I don't want that big of a download.

Rather a lot of information you left out, I'd say. Your question should be
posted to an Office group to see if they have made Outlook available
separately. I strongly doubt it. Moreover, you cannot install Outlook 2007
unless you first uninstall Outlook 2003. Bet you're not ready to do that
yet, are you?

Get Virtual PC. Then go to Microsoft's VHD catalog site to get a
download of Vista with Office 2007. You can then test that setup in a
virtual machine. When you are done, just delete the virtual machine.

Whoa. Might be a lot to ask of someone who doesn't even want to D/L the
entire Office Suite.

Only 1 instance of Outlook, any version, can be installed on a host.
The OP wants to trial Outlook 2007 and then have the option to go back
to his Outlook 2003. Many users have complained about OL2003 not
working correctly or at all after uninstalling the Office 2007 trial
(with OL2007) and reinstalling Office 2003. Best would be to perform
the trial in a clean environment that simply vaporizes when no longer
wanted and that never pollutes his critical or production environment.
Otherwise, she had better save a partition image before installing the
trial to ensure he can successfully go back to her prior host's state.

I figure if Paula is looking at the expense of migrating to Office 2007
(or even just Outlook 2007 and break all inter-Office component
integration) then she has the expense of retrieving the VHD to do the
trial herself in an environment that keeps safe her current setup.

I don't recall seeing trials of just Outlook that are available from
Microsoft. You only get trials of Office. You can get trials that are
regular installs or go the virtual machine route to keep from polluting
your current setup (based on Paula not knowing if she really will go
with Outlook 2007). She was asking for a download. The only downloads
she will find are the Office downloads, no Outlook-only downloads. So
she is going to get stuck with a huge download, anyway.

I was under the impression that Office 2003 Student and Teachers Edition
does contain Outlook but that Office 2007 Home and Student Edition does not.
If you really have Office 2003 S&T, look again.
