Outlook should let me un-block attachments

I just don't understand why it won't let me un-block files. I know it's
because they want to try and stop viruses, but if you're expecting a file
from someone and it's blocked, or you have to change the extension just to
send it its ridiculous. Help says it allows zipped files, but what if the
zipped file contains a virus? I don't know, am I the only one that thinks
this is an odd rule?
