Outlook should let me retract emails without asking the recipient.

While the content within your message may be copyrighted, the *object*
containing it is NOT your property. It is the property of the
recipient. You don't get to control other folks' computers or their
software. The recipient still gets full control over their own
property.

It is highly unlikely that your recall will work at all. See
