outlook shortcuts in 2003

I've noticed a problem where a user will create shortcuts
in outlook 2003, and when they reboot their machines, the
shortcuts get deleted. I did a google search, and noticed
another person had this issue as well, but there was
really no explanation. Has anyone seen this, or do you
know of a fix?

Glad to see somebody else is experiencing this issue
also, I haven't been able to figure it out... hopefully
somebody will!
