I have been modifying one rule with the same parameters and just changing the
exclusions. Well, now that I finally got it the way I want for a client, it
is saying it is client-only and that is what I want. Is there a way to
change it from client-only to server side? Is there a hack? This is for an
Executive at one of our Clients.

You've put in a condition that requires the rule to run on the client
because the information in the condition is available only on the client.
