outlook rules wizard should delete all incoming except contacts

This would be a fine spam filter, by using the contacts folder as a filtering
tool.

Could be worded like this:

Apply this rule after the message arrives.
sender is NOT in 'Contacts' Addres Book
delete it
exception rule or rules if needed.

A user would not have to keep adding names to the 'Junk Senders' or "Adult
Content Senders' lists.

A user could send a 'signature' to be sent back on the first letter, and
that new person could be added to the 'Contacts' Address Book if he so
desires.

You can do it already. Set the rule up to say "delete messages EXCEPT if the
sender is in the {selected} Address book".

IN addition to what Gordon said, Outlook 2003 also has the Junk E-mail
filter that will treat anyone address listed in your Contacts folder as a
"safe sender".
A user could send a 'signature' to be sent back on the first letter,
and that new person could be added to the 'Contacts' Address Book if
he so desires.

There are third party tools for that, like SpamCop.
