outlook rules subject or address

Hi,
In Outlook Express it is possible to make a rule:
where the Subject line contains ... or the To line contains ....
You can choose between or and and in Outlook Express.
In Outlook 2000 and 2003 this doesn't seem possible; only and is
possible.
Making a rule for the Subject line and another one for the To
(address) line give duplicate mail if the same word is in the subject
and the to (address) line in Outlook 2000 and 2003.
Can somebody solve this problem for me?
Or is it back to Outlook Express?

You can configure the action; and stop processing rules. So if the first
applies then the second rule won't be fired.
